CBD Development

The Penrith CBD will play a key role in the development of the City’s economy over the next 25 years. 11,000 additional jobs and 10,000 new residents are targeted for Penrith CBD by 2031.

Components of the CBD Vision:

1.      A vibrant regional business & commercial centre

“The Government will assist in consolidating its regional office activities in Penrith” (City Centre Vision, 2006)

2.      A living centre

“The built environment and public spaces will minimize the consumption of energy and water, and promote social interaction” (City Centre Vision, 2006)

3.     A safe and attractive centre

“Planning & development will focus on street activation, a high quality public realm and promotion of pedestrian friendly environments” (City Centre Vision, 2006)

4.     An accessible centre

“The CBD will be integrated and linked by clearly defined pedestrian and cycle ways, and internal public transport. The Penrith Station will be the focus for regional train & bus services” (City Centre Vision, 2006)

5.     A socially & culturally vibrant centre

“The CBD will become the hub of cultural and arts activities including performing and visual arts. Council will help stimulate opportunities for both audiences and artists” (City Centre Vision, 2006)

Key actions in achieving the CBD Vision:

  • Promote office development in the commercial core of the CBD
  • Promoting Government office accommodation options in the CBD
  • Investigate development of a ‘City Park’
  • Re-connecting the City to the River – “River Link” project
  • Develop strategies in and around the CBD involving TAFE, UWS, Nepean Hospital, Penrith Lakes and North Penrith.
